I see this going on all the time in a children's park in another town. There is about 40 of them and they completely take over the park from about 5pm into the late night. Smoking joints, cigarettes and drinking alcohol. Litter and glass everywhere. The locals don't even use the park anymore because it is such a tip now. The government and the private contractors are going to encourage more and more to come.
