I don't see anything punk about this. It's just a smoky eyes with some colour and the dreadful overlined lips. Punks, and later Goths, would lined their lips to give a sharp cupid's bow appearance. the eye makeup was very sharp and blush was heavily applied with a bright pink or red colour.
