I think it works because the milk increases the rigidity of the ice cream, without making it completely rigid of course. A colder Surface should in theory yield the same result.
This is kinda interesting. The reason why icecream isn't solid as a rock like other frozen liquids is because air is incorporated into the fat while it's freezing - like whipped cream. Though it does technically work here, the artisan had to crush out a lot of that air first.
