Hi. Thank you for your question :-) A foreigner (NON EU-member) can only buy land/property of any kind in Bulgaria by registering a company in Bulgaria. This process is very simple, and can be handled online, without even coming to Bulgaria. Cost starts from approx 500 euro. Hope my reply helps you.

I think it will be impossible for me to answer your question, as I honestly think your best option is to come here, and meet agents in person, and find someone that you feel are trustworthy. A local real estate company is usually better than a larger that covers all of bulgaria simply because they are local and most likely knows the area better. The simplest solution would be to reach out to someone (a lawyer) here in Bulgaria who helps you with the formation of a company and the house investments in that company's name. In that case, the process is quick and when complete, you can apply for a visa based on your existing business. If you prefer the potentially cheaper route, you can buy a good chunk of land and hire someone to build 2 houses after your specs. When the company is registered and the houses are built, you can apply for the visa and move here, very simply :-)
