You are right Sam..You don't and can't give a layer 2 switch interface an IP address... You can assign an ip address to a Vlan but this is for management purposes.
If i added another network via WAN, with IP 192.168.5.0/24 connecting to the 192.168.3.0/24 network.. I would use 192.168.4.0/30 in between correct? I'd like to know how the ip route configs would look like on each router so the local LAN can communicate with each other..
Only on the Serial connections. One end is DCE and the other is DTE, normally, the clock rate provided by ISP, which would be the DCE end. Default is 64000. Which represents kb/s. The higher the better speed.

My network is very similar, just one host at each end. The PDU's wont send through the switches on either side, why??

Also those 2 routers are in 2 different places. so there is ISP ( internet service ) will come. So how we configure other network through Internet?

You maybe set up IP address on interface serial 0/0/1 on the first router. But it is hard to say, I need to see full configuration.

Why do the switch ports need IP adresses. Definately not needed. Switches use a mac table
Switches need IP addresses in cases where you need to ssh/telnet in , also when u have a managed switch and you need to log in and send SNMP traps.
For switch why ip address? there is no Vlan
