I heard bamboo only last 2-3 years if outside in the sun and rain is that true

It can last longer if treated. Search for bamboo treatment process. I've been to provinces that use woven bamboo as exterior walls. They replace their walls in every 10 years or more.

People who have non-woven (thicker) bamboo furnitures used outside told me good bamboo treatment can make bamboo last up to 30 years with good care. Treatment process has something to do with borax and boiling the bamboo, I'm not quite sure.
