The question is who will investigate? Can we trust their way of investigation? If you let the cops to investigate the matters then you would expect from them to be biased for the part of the victims because we know that the cops are protecting their comrades so, how can you have a truthful investigation from them?

If its of criminal proceeding, better to file the case in a proper forum that is, the court. The congress committee hearing was just "in aid of legislation. To formulate laws if there's any ammendment to our existing laws. They cannot prosecute a resource person for they were there to legislate laws and not part of the judiciary.

We do not cooperate with the ICC.
Our own domestic investigation does prove that we do not need the ICC if it comes to justice.
It will be up to Duterte and Bato in how far we may be able to file criminal cases at least against a few.
We can ensure to file some recommendations on police procedure to pretend that such will not happen in the future again.

In our justices system here in Philippines is not consistent enough so therefore we need international trial court to avoid influence the Justice system ,in the case of duterte is not so easy,,,case may became speculation only

People are more interested finding justice for innocent people who got killed by criminals due to drugs and not finding somebody who killed those criminals since people seems happy and contented with the result of it
Congress hearing chaired by Abante on War on Drugs of FPRRD is a waste of public funds, time and effort. There is a big issue in the government particularly in the congress on how travelling funds were spent without official receipts. Corruption in the government must be given utmost priority in any congress hearing than war on drugs.

While the hearing that your committee has been conducting serves as an eye opener and is undressing the rotten system of the Duterte’s regime, the ICC investigation should remain as there is no guarantee that the judges who will handle such a gigantic and controversial case will be fair and impartial. However, your investigation in aid of legislation must be thoroughly reviewed and be able to craft a law that would serve as a deterrent or would severely punish perpetrators no matter how high his position in the government be.
The current hearings actually exposed the abusive nature of congressmen. Their credibility and partiality is so much in question. Cases should be filed in court not in congress. Thanks to these congressmen, Now the public knows
