The thing that's great about this relationship (and what makes it better than Cloud and Aerith) is the history. Cloud and Tifa grew up together. She knew him before he knew Zack, before Sephiroth, before he got his Mako eyes.
And for a guy who (unintentionally) took his best friend's history as his own due to the trauma of that loss, that history he and Tifa have is crucial.
Cloud has blurred the lines between himself and Zack Fair but he's still Cloud Strife. Whatever their relationship is, Cloud has always cared for Tifa. She's the reminder of who Cloud Strife really is.
