I agree, but if you want a pure love story that one is VIII, and also IX is you want to get technical but it is more a story about all forms of love, not just romatic love. It does have a love story ending though.
I would've thought the same if I were still a teenager but now as an older audience in my mid 20s, cloud clearly is mildly infatuated with aerith given her charming yet clingy and flirty nature and she somehow does lead him on time and again which cloud isn't used to much and hence finding it hard to comprehend what it clearly is. Tifa and cloud have an intertwined past hence the apparent awkwardness while meeting after quite sometime. It's a slow burn but more realistically represented and also I find them to be a better couple than Aerith who would only be a in the moment fling while he is Ina dazed state with the whole Genova thing

With Tifa, it stemmed from childhood crush. It's frustratingly slow but surely stronger with time. That's why they most likely be the end game.

It's funny how ppl take her behaviour as somewhat cute 😂 trying to stop a boy who she met 2hrs ago from leaving by setting traps for him?? Very cute and mature. She doesn't even listen or care what other ppl say or take No for an answer, she was up on Cloud's face all the time and didn't give him space to breathe and acted like she knew him 😅 and she did that to a point where Cloud had to shout at her. She's very disrespectful. Cloud fell in love with Tifa when he was a teen and if looking at Tifa's personality and behaviour towards Cloud, I'm not surprised why.
