Lee was the protagonist of the "hard work can overcome lack of talent" thematic and he got defeated by Gaara, eventually barely recovered and remained a side character without any major actions for the rest of Naruto.
The philosophical message here is that if you're born without talent, you can try really hard and even shatter your human limits but you're still not gonna overcome the people that were chosen by fate.
You can't be Hokage unless you were born special.

I also think hard work was one of the theme’s of Naruto. But I think the main theme of Naruto may have been understanding others pain, which I think is reflected in his ‘strongest’ jutsu: talk no jutsu. Though Naruto isn't a stranger to hard work, cause I know he worked hard for some of his powers. but I think the understanding pain theme fits more with Naruto himself cause a lot of the time in his fights he sees that his opponent is suffering/ has suffered just like he has already suffered and he wants to help his opponent to stop this suffering and lead them to a path without/ with less suffering. and I know that some people say that he uses talk no jutsu because he can't beat them without it, but I think that even if he could beat his opponents with ease he would still use talk no jutsu to help his opponent's.
p.s. I didn't think about this theme of my own, I saw some time ago someone commenting that 'understanding others pain' is the theme of Naruto, and this resonated with me cause I felt like this may be true. though except from the theme I thought of it myself.

Potential means nothing if they do not use it for anything, Naruto had ambition. At most he got traded his parents for the most powerful tailed beast, even so he could not really control Kurama. At most he beat Neji with a bunch of shadow clones and with Kurama. If Naruto was not strong enough to believe in himself I doubt he would have beaten Neji in their match. If destiny was so kind with handing off upgrades, then maybe Hinata and Naruto could have been strong enough to protect themselves so Neji would not have to sacrifice himself. Either way working together is generally better than working alone, even if there are people that have more destiny aiding them it does not mean crud if they do not have enough power to protect others as well as themselves. If Neji was so certain about the ones born closer to the destiny road being the ones to rise above, than he either believed his destiny was to die there or he believe even someone with less destiny could protect someone who had more destiny.

Their destiny from the beginning was to stop Kaguya.
Also, although I agree that Kurama has always been a burden to Naruto, he had it much easier than other Jinchuriki, since he had only positive part of Kurama in him, as well as was from lineage that excells at seal techniques.
Also, once Naruto was being prepared to become Hokage, we've seen him actively trying to skip learning. This part infuriated me so much. And it was also stated that he managed to learn most of his techniques by brute forcing them, putting way too much chakra in them.

Look at Sakura her parents are civilians and she surpassed Tsunde (we don't even know Tsunade's parents one of whom is a child of Hashirama). Kurama messed with his chakra a reason why he couldn't originally walk on water. People hated him because he possessed Kurama. All those times Kurama saved his life there was meaning behind it, Kurama wanted to give Naruto his chakra (summoning training, vs Neji, etc) because he knew this would make it easier for him to be released as we see with the 4tails cloak against Orochimaru which Naruto was trying to hold back in 3 tails mode, and in the Pain fight were he gets 8 tails and Kurama is almost released. Kurama doesn't do any of it to protect Naruto he does it for his own benefit. Look at how the people viewed him in his fight vs Neji once the Nine-tails chakra came out.

The thing about that, you aren't lowborn by what's in your blood, but lowborn by how you are perceived by your peers. A king can become a peasant, but a peasant can't become a king if they are always treated as a peasant.
A perfect example of this is what the show does with naruto and gaara's contrasting life experiences. Naruto made it known that even with the difficulties he had, nothing was going to stop him forcing the village to acknowledge him, forging bonds along the way. While with gaara he accepted that he was nothing but the village's monster and his eyes weren't open to till naruto beat his ideals into him.
Naruto was in no way set up to be hokage, it's actually surprising he wasn't Anakin'd into being a major part of the akatsuki or even taking it over once he found out his life was in danger.
Edit: A lot of you don't read books that aren't manga/manhua/manwha, and it shows. The phrase "are always treated as a peasant" means perceived, which means I was saying no matter how op you are, the people's vision of you comes first. Naruto changed the way they saw him with his own efforts, not reincarnation or the ninetails.
You say he is the 4ths son with godly charka control he got from his mom, Kushina, he didn't know that, no one in the village outside a few people knew that. You say he had Kakashi and the 3rd by his side the whole time, he didn't know that, AND they sucked hard at raising him. He's reincarnated from asura and the first, so what? Naruto's life was filled to the brim with hardships before he was even born, the only reason naruto is the way he is that he was written that way, if iruka wasn't there for him forget being hokage, he would have been dead 2 seasons in or the next obito, or WORST.
You're repeating info that is YEARS into the future about a topic that I brought up about his upbringing. And what's worst is I've been on your side, all along, saying naruto did go from a peasant to a king because he overcame his weaknesses and turned them into strengths. This is why y'all suck at word problems and English class, you don't fully read stuff, just skim over it.

The anime (Shippuden) and manga(later on) pushed the idea how Naruto was destined for greatness and whatnot after they scrapped the theme in the og naruto, which was better at portraying the stakes imo. Because Naruto felt like a character who can succumb to failure and wasn't a pumped-up demi god.
And then you see characters like Lee and the others get sidelined so bad, that it's laughable what you're trynna argue here. The goalpost was shifted in Shippuden. That is undeniable.

Naruto wasn’t destined to save the world. He wasn’t destined to succeed he was simply destined to create a great change. We literally hear from the Toad Sage whether its good or bad. And for those saying Neji was right you miss the entire point of why he died. He didn’t sacrifice himself because it was his duty to protect Hinata, like his father he took control of his own fate and chose to die for his cousin. And no Neji’s arguement wasn’t about lowborn vs highborn. It was that people always remain the same Naruto (being deadlast) would never rise above that title. And that he (a prodigy among the Hyuga) would always beat him and (being a member of the Branch Family) will be forced (key word here) to die for the main family. Naruto itself was never truly a story of hardwork its the story of a boy who rose above his circumstances and achieved great things. People focus so hard on the advantages Naruto has they forget the entire message. Its rather disappointing

Naruto was always a show about love and belief in yourself, but also how that can cause you to be naive to the ways of the world and the hearts of others
    Neji taught him about destiny
    Haku taught him about loyalty
Pain taught him about pain from loss
But, Naruto was always teaching everyone the importance of love and understanding and how if even one person connects with you, it can change how you see the whole world
This started for Naruto with Iruka and the show remained centered around that core theme throughout, culminating in him finally reconnecting properly with Sasuke healing both the fracture in his village and ninjutsu from its inception
It was always about embracing love even if our destiny feels unfair because we always have the ability to choose love or hate for the path we are on, but it will usually depend on our perspective of the situation which is why talk no jutsu is the ultimate power on the show
The show was always about healing trauma, even if it was always his destiny it still takes a lot of hard work to start from the bottom and make it to the stop and not allow the circumstances to change who you are inside
That is Naruto, never letting power or circumstances corrupt his perception of the world or the love in his heart for people
