Need advice..I purchased a 5x8 American flag to be flown over the Capitol. I am wanting to buy a 5x8 flag case with certificate holder. Having difficulties finding a 5x8 case/holder. Can this size flag be folder to fit a 3x5 case?

I have a 5x9.5 US Flag, Even though it has stars on both sides...there is a Front and a Back side to it...do you fold the Back Side In or the Front Side In? Or does it Matter?
