According to US Flag Edict you "Briskly raise the flag to full staff" as in move the flag quickly up the pole. You lower the flag slowly and respectfully. (Im a life scout in scouts BSA)

Where are the ends of the rope? The neighbors across the street think it's funny to burn the American flag, so I went out and bought a 30 foot pole and a 4'x6' flag that I want put up ASAP but I've never raised a flag before and don't even know where to begin.

where do you get those metal hooks that tie to the rope?

I realize you made this comment over a year ago, but to anyone else that might be reading, if you don't want to order snap hooks like those online, you can usually find them in the camping/sporting/hunting section of a Walmart.
