My dog used to be very reactive, but now he only has some issues. He might do something like a growl bark if he doesn't like the situation, but he also might snarl when his threshold is crossed. I think he is fearful of men and lunging dogs. A lot of dogs are fine, especially if they're small and calm.
His breed is Pomeranian, but he's on the bigger side at 6kg.
Benji -- that's his name -- does not like to be touched. Because he doesn't like to be touched, he also doesn't want to be stared at because I think he might anticipate the bark. We try to encourage people not to touch him or look at him, but because he is so fluffy, it's just as if people can't help themselves. Often people just go for him without asking, touching him. He allows the touch, but as soon as the person stops, Benji might bark a lot and very loudly. Sometimes he only barks a little, or he growls. I think that depends on how bad it is.
How do I make sure that no one touches or looks at my dog when he looks as cute and fluffy as he does? It's really when people do it at random that there's a problem, which also made him scared of being looked at by people. He is generally well behaved. He gets a bit hyper and pulls on the lead on occasion, but we're really getting somewhere trying to get him to calm down. Of course, the more hyper he already is, the more likely it is that he will bark.
It's not that he barks a lot, it's more that it's unpredictable and I don't like that it seems to be coming from anxiety. I want my dog to feel safe...
Also, thank you for this video! I've already heard this information before, but it is very well put together in this video and it's also very clear!

Preventing people to touch the dog that is very cute - that is a true challenge! I noticed that some breeds suffer more than other from unwanted attention. Here are few things we can do:
      1) Add a visual sign to Benji's harness or collar that says do not pet, you can find such things in online stores, search for "do not pet patch". I
These signs are not 100% garantee, but it helps to reduce
Similar to this there are leash sleeves that have a signage like "give space" or yellow vests. I would also get a bright colored leash (i.e. neon yellow) so people notice the leash and the sign.
Check my blog pintardogtraining.com/articles, I've added an articles with all the options for visual signs "do not pet"
      3) Advocate for you dog: Avoiding crowded places with lots of people. If somebody is approaching, turn around and walk away. Or use you hand to signal them to stop, ask them not to approach etc.
PS. Thank you for such a detailed question, this is a very important topic and I will film a video about it soon.
