For a few years my grandfather was the mayor of Louang Namtha. my grandfather's name is Nhia Pao Hang. According to Professor Keith Quincy who wrote the book titled "Hmong: History of A People", the Moua clan was the first to educate their children, then followed by the Lee and the Lo clans. However, I believe Tou Lia was the first to graduate from college. The Lo and Lee clans were at odds with each other because of the death of Blia Yao Lo's daughter who married Fong Lee or Tou Bee's dad. The rift was so great that eventually drove Blia Yao's sons (after his death) to join the communists; they could only return to Laos after we fled the country in 1975.
I would be very cautious of Kieth Quincy, both of his books, including “Harvesting Pachays Wheat”. He adds fiction into it and doesn’t do thorough research.

he wasn't the first hmong leading the way to education but was one of the early hmong in loas region that had led his family to education. that was his first step to open their eyes to school and tried to assimilate hmong to loa system and beign laotinized, he was the one who had the brain the claim hmong territory or hmong state moeng miao while french occupied south east asia and loas, but he also had too little brain that he rather get a high rank under royal and exchanging his moeng miao for his low level position under his boss. what a no brain guy who traded some thing big for just a temporary position on that job. after job is done, loas twist around switching hands and chop his head off and reclaim everything for loas again, stupid people only do what the boss told to do, when job done you done too. I don't know why some crazy hmong people still praise his legacy like he was a loyal hmong guy, to me he just a guy who tried so hard to get hmong assimilate to be loatianized and eliminate hmong to the root. good thing that some of us those who not so educated still holding hmong pride name, those you called them higher rank and educated people are the one who already betrayed and assimilated to non hmong and using hmong to die for his rank.

Lee vang, I disagree with you. If it was not for the three brother (Touby Lyfoung, Toulia Lyfoung, and Touger Lyfoung), there would be no GVP. You see, as time went by, each of them is a stepping stone for another, which is a fact of life.
When the CIA came to Laos, they went directly to Touby Lyfoung and his brothers because through France, the CIA knew that only the Hmong people could do the job that the CIA wanted. When the CIA met with the Lyfoung brothers, they directed the CIA to Vang Pao, who was only a corporal in the Royal Lao Army. With the support of the Lyfoung brothers in high levels of the Royal Lao government (Touby Lyfoung) being an advisor to the King, Vang Pao was quickly promoted to higher ranks and selected to lead Military Region II, where Long Tieng (Looj Ceeb) was created for the Hmong people with GVP leading the Secret Army to blockade the Ho Chi Minh Trail.
After the fall of Long Tieng and the country, Touby Lyfoung decided to stay behind and let GVP leave because he wanted to do his part to save the Hmong people, not because he was a red Lao (communist).
As you know well, Touby Lyfoung had two goals. One - he wanted to help minimize the onslaught on the Hmong people by the Pathet Lao communist because the Hmong delayed the communists from taking over Laos for years. Two- he wanted to confront his uncle (Faiv Ntaj Lao), who led the Hmong opposition from the communist side and fought GVP and the Hmong on the Royal Lao side to the death.
