Sometimes what happens is we do syringing, but NS can't be injected in the puncta at all so no question of regurgitation; even after probing & giving pressure. What to do in such scenario & what could be the reason for that?
In those cases we need to decide bas d on probing..if on probing you get a soft stop, it means there is canalicular obstruction. The more proximal the obstruction, the more difficult it is to inject the fluid

Do clear fluid regurgitation with hard stop always indicate fibrosed lacrimal sac ...or it can be also a healthy lacrimal sac....?
A normal sac also gives a hard stop...how ever there shouldn't be any regurgitation unless the syringe is properly inserted
