If someone wants to start at home level then what to do.To complete requirement of licence one will have to set a factory with huge investment. It means I cannot start this business

It seems that the cosmetic licence is a mandatory compliance required and one cannot get into commercial production unless the cosmetic licence is procured from the government department. In such case one cannot do any commercial production of soaps and other cosmetics from home and it would be mandatory for us to start a proper factory. please confirm if this understanding is correct.
