Why why why do resellers always want to leave small sizes behind? There are small people out there...
Unfortunately in some brands small sizes don’t sell well. I don’t think it matters as much with younger brands.
My neighbor’s daughter is itty bitty tiny. Gets a size zero and has to have it taken in. Because of her, I will always pick up high quality smalls. Of course she always gets first dibs. 😉
Because they take longer to sell. And often sit for a long time. More bigger people than smaller.

I don't think Levi's allows international sales.
From what I have read (It's the internet so take this with a grain of salt) it's only new Levi's to EU countries. Luckily mine were used and went to South Korea.
