Don't forget that if a champion moves slightly from 50% win ratio Riot finds those little microscopic changes so the champ comes back... It's actually fun that Riot kind of found this golden spot for most of the champs, but i'd rather have asymetricity like DoTA2 has, so you know - if everything is broken, nothing is broken

I think that their data analysis with the ping changes is actually the way they say it, but their interpretation is way off. Assume that just Karthus r is impacted by this change (for simplicity, not that far off for low elo which has the most players and thus the most weight), more often than not the ping changes won't have their negative impact because there is no Karthus in the game. In these games people that take getting spampinged personal will say that toxicity was less of a problem in this game and since there was nothing that changed to the worse they receive the game quality to be better. But oh boy the games with a Karthus are bad in comparison because Riot just outplays you. And thats the problem, in their survey a tiny increase in quality in most games justifies completely ruining the minority of games.
