It's perfectly understandable, when Alfred appears in person before the commissioner he is wearing glasses but when he answers the phone it's just his voice with no glasses. He learned this trick from Clark Kent.

It's so funny how Commissioner Gordon is smarter when he's hypnotized by the Siren in 1 episode and recognizes Alfred's voice from the bat-phone, but can't figure it out when he's his normal self. lol
Back when Batman worked with comic book/cartoon logic, nowadays everything has to be "realistic" and overexplained, can't have any suspension of disbelief or charming fun.
Have a peak at the animated Teen Titans Go and you will see a degree of deliberate silliness that surpasses even this show. Also for live action the most recent Shazam movie was quite funny and good fun at times. DC managed to not take things so darn serious and depressingly bleak for a change with that one.
You know, sometimes when I look at old clips like these I wish so bad I could jump in the video and enjoy life as it was back then. Wish it were that easy.

However, trying to trace the Batphone sets-off an alarm in the BatCave; and, diverted the trace signal; and in this case, lead the cops right to the home of the elderly and portly inventor, Pat Pending, who was arrested on suspicion of being Batman.

Yes, IIRC, they did this a couple of times. Gordon would call Headquarters and have them either "patch the call into the Batphone line"; or, hold two phones together - holding the regular phone he calls in on, up to and upside down, to the mouth piece and ear piece of the Batphone. In the clip you pointed-out, Gordon is calling from Wayne Manor - which is pretty funny, as that call is route back to Gotham City Police Headquarters, and then, back to Wayne Manor in Bruce's Study. Good eye catching that!
