VO didn't Check any of my documents but denied me. Why?

The VO often doesn't check documents but decides if one qualifies for a Visa or not. Here is why this is often the case

I went to the usa in 2013, i didnt overstay. I applied 2 weeks ago for a visitor visa as a married teacher, They denied me though i got all the necessary documents. She didnt check my documents, she didnt even look at me. She asked me five questions, i answered correctly and she denied me. In my opinion there is no seriousness in the us embassy in Sénégal. Among hundreds and hundreds people less than 20 people got the visa that day, those people dont respect us

While she was askin , she didnt even look at me, she ignored me n she was on her computer typin, putting headphones it was really crazy. Those people are shit people they dont consider us. we africans must unite

My visa was denied, i realized it was lack of sufficient funds cause my answer was no i do not have a scholarship when asked. That was the end of it. Now i am wondering how to solve it, Alfred please any suggestions? According to my I-20 i provided funds for a year of studies but according to the VO, it's like funds to cover my entire 2 years is supposed to be available

Hello Alfread thank you for your assistance, I went for my F-1 visa interview in Mali, the vo took my documents and refer my case under 22ig AP. Two months later they sent me a mail and refused my visa under 214b and said I should not appeal but can reapply. Please I need advice
