Gotta say, this is one trippy voice. It's like he's got two different effects going on at the same time making hard to zero in exactly what his original voice sounds like.
To me it sounds like a really well made combination of a regular voice but deepened quite a bit in an audio editing software, and then the regular voice (not deepened) but with a chorus effect of some sort added on top
If you listen really really closely with high volume with headphones he kinda sounds like Kylo Ren I mean that’s just me but that’s what I hear also in the future of transformers movies I’d kinda like to see Adam Driver voice Soundwave actually

Not gonna lie this is the best version and voice of Soundwave on Transformers: Revenge of The Fallen the video game. I give Peter Jessop credit for that.
I think i figured out how they made this they used a vocal synth and deepen peter jessops voice then mix the deepen voice and vocal synthed voice together and tada soundwave
wish they kept implement his voice from his g1 counterpart through out the movies. as well his cybertronian robot form instead of mercedes in third film, it would have been perfect formula for the character so the fans will like

They can be extracted from the Chatter.fsb file via FSB Extractor.
