I don't know if you still own and ride this bike in 2021, but it appears from the speeds you are getting on your bike that the factory restrictor plate might very well still be in your intake. It's a wafer thin layer and its reddish in color. You may be able to spot it just by inspecting the different intake gasket layers between your carb and the cylinder. Remove this plate to unlock another 10 or more mph. Note: you may need to dial in your air mixture screw and/or idle adjustment after performing this process.

Yup...they're 4 stroke....they pop up on craigslist all the time ...and some dealers have leftover new ones from 2008

What size of motor does it have? Is there alot of maintenance that needs to be done whizzer motorbikes?
138cc 4stroke..…not too much maintenance really..you hafta make sure the head seals good and then its mostly oil changes periodically.
I hope whizzer starts manufacturing bikes again if not I'm going to have to get creative and make one myself
