I was going to say probably not, because of the rank stripes being all over the place, but then I remembered that they took the stripes off for cleaning, so maybe.
Of course, Star Trek was produced in Hollywood by Paramount (originally Desilu), who sold the show to NBC, and SNL was filmed in New York City by NBC itself, so they would have to have purchased or rented the costumes from across the country.
Most likely, with Star Trek surging in popularity in syndication during the mid 70s, someone just bought some well-made costumes at a costume store, or just bought the fabric, as they're a very simple design.

I nerd out on stuff like this. Laraine Newman answered “young Republicans” to the question about holding a city hostage for plutonium, and that’s more or less the trajectory the US stayed on; the Republican ascendancy of the late 70s is why we didn’t have an Orwellian 1990s and why Walter Mondale could never be president. Also, since the Cold War started, Americans always seem to overestimate how much technology will reach into their lives when they predict the future.
