Why is the tolerance at a ratio 1/3 Tapped Hole and 2/3 Clearance Hole is not as per Fixed Hole type? D-d/2? As per the above it is D - d.

From my understanding, this sub assembly has a necessary fit, form, and function with respect to other parts in the total assembly. A stack up analysis is required to ensure that assemblies will fit and to relax individual part tolerances.
