You know in America and almost the rest of the world outside Japan, they don't use music at all to test our EAS instead e.g. in America to test their sirens they use Westminster chimes often but sometimes a loud blaring noise unfortunately which is Japan they don't use except for the westminster chimes. in my country especially we do have sirens but we don't have any wireless bulletins transferred to phones and tv's so it won't obviously be a nightmare there.

Thank you for the comments! We quote from Wikipedia how to communicate.
The flow of information from the occurrence of an emergency to the transmission of information to residents is as follows.
〇 Occurrence of an Emergency and its Awareness
After the occurrence of emergencies such as tsunamis and armed attacks, the Japan Meteorological Agency will first learn about weather-related information and the Cabinet Secretariat will first learn about national protection-related information such as armed attacks.Ballistic missile information will be communicated to the Cabinet Secretariat from the Air Self-Defense Force's automatic warning and control organization or the North American Aerospace Defense Command, a component of the U.S. Strategic Forces' space integration function.
〇 Communication of information to the Fire and Disaster Management Agency
The Japan Meteorological Agency or the Cabinet Secretariat communicates information to the Fire and Disaster Management Agency about the emergencies it has learned.
communication of information to local governments
The Fire and Disaster Management Agency will distribute emergency information to local governments nationwide via a communications satellite.
      〇Communication to residents
Local governments receive emergency information from the Fire and Disaster Management Agency. Local governments automatically start emergency administrative radio, wire-broadcast telephone, and FM radio for emergency notification, and transmit information to residents through siren sounds and voice broadcasts.Basically, it is instructed to evacuate the area indoors or to protect oneself from tsunamis.

When there is a possibility that a ballistic missile launched from North Korea will fly into Japan, the government will use the national Instant Warning System (J-Alert) 24 hours a day, 7 days a week to deliver emergency information.
When J-Alert is used, the disaster prevention administrative radio system of municipalities will be automatically activated, warnings will be broadcast from outdoor speakers, and area e-mails and emergency bulletin e-mails will be sent to cell phones.
This video is a training broadcast.

@@daiki4625 by the way does the information get delivered to these outdoor speakers that play music at noon everyday as a test as I still don't really know the actual reason for them playing music every noon. There is a reason why and it is to remind children to return home as it is getting dark. But I would like to know what is the main reason why Japan has these speakers set up outdoors almost everywhere? Maybe because they are very much prone to lots of natural disasters or maybe a way of further communication with citizens. I think I may be a bit confused about this as Japan is really a very interesting country from the future no one can clearly understand for sure.

      Thank you for your comment!
First of all, the speakers that you can find in most places are called "Bosai gyousei musen" (Disaster Prevention Administrative Radio), and they are used to quickly and accurately transmit information that is urgently needed for disaster prevention. Missile information is one of them. (Another name for it is J-ALERT).
One of the reasons may be that Japan has many natural disasters.
In order to be able to use the system in case of emergencies, we broadcast a melody chime to encourage children to go home at around 5 p.m. as a daily test broadcast.
