I''m Swedish and have some insight. Norway has like 100 rinks in the entire country, so it's not really a 'natural' sport for kids to take up. Norway is also far and away the best skiing country in the world, so that takes up most of their top athlete talents.
He got fooled by the fake pass, changed his edge and was totally out of position. Turning around was the best option for him after making that mistake imo
Nope the guy switched players and went to covering the pass that means second guy should of went with him they were both staying on their side of the ice no reason to try and worry about a pass that was covered should of stuck with the guy with the puck instead of worrying about the pass that's what made him lose balance

I guess Norways Player Steen who was mocking the German Bench after scoring got schooled by Karma, enjoy DIV 1. Germany deserved not to get relegated, as they beat Finland and leveled Canada 75% of game time.
Norways u18 won the at that time 3 game relegation round showdown and sent Germany down guess the same goes for Germany u18 down enjoy your u18 division 1 next year.

Germanys second goal should have been disallowed, player had both feet in the zone before the puck crossed the blue line, surprised it was not looked at by the Norway coach's or players on the ice ?? clearly offsides !

Relegation has always been around. Teams who were last in their groups play each other. Loser is replaced by the group b winner in the juniors the following year.
When you have 50+ countries with national hockey teams, you can't have them all playing in the same tournament so the IIHF breaks the under 20 year old teams into several different tiered divisions. This tournament, for the championship, hosts the 10 top teams in the world (Canada, US, Finland, etc). Then you have a lower Division 1 tier with the next 12 best teams (Austria, Japan, France, etc), an even lower Division 2 tier with the next 12 best teams (China, Great Britain, Spain, etc) and a final Division 3 tier with the remaining teams like New Zealand, South Africa and Israel. Teams in the lower divisions always need something to play for so the winner of each Division tournament gets to move up one tier for the next year's tournament and to make room for them, the lowest ranking team from each upper tier (like Norway now) drops down to the next lowest tier until they can win their way back.

I heard that there is no support for ice hockey in Norway from some sort of government. Not that big as they would like to at least.
It seems they speed skate quite a bit as they're always collecting golds at the Olympics.

Sweden is the only country in scandinavia that are good in many diffrent sports but we are also the biggest population.
