Once restored well, the bike is pretty reliable. I own one for 20 yrs now.
Apart from Cables, Brake Liners, and the battery, I have replaced little else.

I don't have any personal experience with Taiwan blocks , some say they are Chinese.
You will have to try them to see my friend.

Taiwan or Chinese cylinders are of good quality,better option then to re-sleeve ur cylinders,the only problem is they don’t hit high RPM not more they 6000.for better performance, after purchasing send them to a professional for port clearance or port balancing(team Carban kochi some other guys in Banglour).ones ur ports are balanced,you get a high quality HT cylinders and ur budget doesn’t exceed 16kto 18k total.
