Chainsaw...anybody tackling their own retaining wall likely has a chainsaw too. Makes easy work of cutting ties.
Also overlapping the steps adds to the overall structural integrity. Using spikes to connect 3 per tread. Overlap 1 tie leaves a 2 tie tread reveal and works very well for strength.
