I tried replacing C:\Windows\Resources and C:\Windows\Web including Explorer Frame with Windows 10 21313's in Windows 11 22000.2538 (21h2) but it fully works for me :)
Yes it should and it should also work with windows 10 19045's ISO but the others I recommend using 21390's ISO.

All this video really proves is how close Windows 11 is to 10. Also, I wonder if you could upgrade Windows 10 to 11 this way.

yes the first part including settings app, theme and branding does work on the latest windows 11 version(don't try this on canary and dev channels, IDK about that)

I had to remake the comment.
You could just watch my video on how to downgrade Windows 11 And Do the same with this iso. also you should not restart manually , it will do it automatically. If you do it manually then it takes you to the lockscreen. there should be a black screen installing after restart
