My son educated in an English medium schools with mixture of expatriate teachers & local teachers. He saw the vast difference when taught by local teachers in comparison to expatriate teachers. He said generally expatriate teachers welcome students asking questions & further elaborate/explaination on the subject. However most local teachers will deem students not paying attention when that happen.
Of course there are some local teachers who are happy to entertain students but generally most of them were angry & annoyed then just shut students off concluding they weren't attentive in class.
He said the same is observed in local college. The pedagogy by these teachers are very different too.

I went for SEA science camp in Thailand and remembered how passive Malaysian students compared to student from other countries such as Indonesian and Thai who actively asking questions . Even though I’d say that our English level are quite good, but our students are very passive and reluctant to ask questions.

Yang Berbahagia Datuk, Dr., Sir, I must say, you make a good statesman to guide our nation for posterity considering most, if not all of your presentation in You Tube about ideas for a progressive Nation, had been an eye opener. We must admit that, Unfortunately ,for some strange reasons-this nation sadly missed valuable opportunities - including progressive ideas that would have been acquired [ both intellectual and progressive wisdom ] if only they [ Govt.] had had their guidance from your predecessors- the Al Attas -family [ past and present.] I pray that the current administration would gather intellectuals like you, to guide this nation -which day by day is deteriorating- be it economy, social , cultural and religious wise. You brought up a pertinent question into discussion- and your emphasis on the '"necessity of asking questions on subjects students are taught" in the curriculum. You are absolutely right, and It is my humble opinion that the factors are many and varied , among others, are: due to [a] tribal mentality- the fright that had been thrust upon those students who tend to question the teacher [ if in class] and tarnish the students by defining them as 'insubordinate'. and brand them as "argumentative' [as though arguing or debating is a sin" In school, or in the case of leaders in the community [ be they political or religious leaders ] even when the leaders' ideas are wrong and impractical [b] and in politics , the tendency to penalize anyone who questions authority even when the authorities are wrong they are trained to be submissive -[ for fear of 'missing the boat' [ lure of fortune by corrupt means ] to not to ask questions- esp. the controversial ones or at the least discouraged not to do so, and if anyone who does so, does so, at the peril of the wrath of political leaders [esp. religious leaders] not to mention those in the hierarchy who are helming the nation's administration. Criticisms and alternative thoughts are scorned at without further deliberations This subjugated mentality becomes the norms and a culture and which turns out to be our nation's curse. One can easily observe how illogical they are even to the extent of being not within the realms of reality. Some of the religious interpretation are absurd and even illogical, and you even brought out in the open , for example, one typical case, viz. the 'Timah" controversy. [And that is only one of many ] On the extreme side is the opinion of one fugitive - a Muslim cleric from India , who directs his followers not to choose or elect or appoint any non muslims for any High Position in the Civil Administration even when they are suitable , qualified nay, more than qualified to administer the country for Progress. And this particular person even continue to pollute his followers to adhere to policies that are not cordial to the peace of the nation, for eg. his guidance to his followers NOT TO WISH MERRY CHRISTMAS, to Christians for it is against Islamic principles, it seems. Whatever happened to the edify by the Prophet , which says,
Quote, "To you your religion, to me mine " (Qur'an 109:1-6)-Unquote. Again in Islam, to disrespect another religion is explicitly condemned in the Quran; “Do not abuse those whom they worship besides Allah” (6:109). If a person claims to be Muslim, he is not allowed to insult or disrespect another religion. This is forbidden according to the Quran. How many of the Good Muslims had openly declared this? Among the Intellectuals [Muslims] admittedly there had been few who had openly declared such an "edifice" . It is my understanding that, as it continues to breach the foundations upon which Islam stands. One of the greatest sources of teaching for Muslims is through the sunnah: the actions of the Holy Prophet (peace be upon him) who taught religious tolerance to Muslims.
We pray that you and the intellectuals like you would bring in ideas and wisdom to lead this country [ which is currently in dire state ] and the current political leaders [esp. those who are running the govt. ] Sadly, they have no clue what they are doing. [

Well said Sir. Please run for public office. Do you know what is the difference between the ordinary thief and the political thief?
The ordinary thief steals your money, your bag, your valuables, but the political thief steals your future, your career, your education, and your health and your business. The hilarious part is that the ordinary thief will choose whom to rob ... but you are the one who choose the political thief to rob you! We choose them, we vote them!
We blindly say that we are not blind. Who is deceiving who??? The ridiculous part of the whole issue is that when we fight to defend and protect our belongings from the ordinary thief, but we fight each other to protect the political thief. Is that not what we do???
What is more hilarious is when these thugs will be fighting themselves to protect those hypocrites that are stealing our joys, our health, stealing our success, and our heritage, they get support from us and give them our permission.
    Please be different.

The best way to do this is by emulating the ways of the prophet in terms of living moderately and altrustically while at the same time manage to raise Islam to great heights via his noble character and exemplary actions. The importance of instilling the right values, motivation, awareness, also guiding through the right path and direction in life are not to be undermined among the youths. Considering the ease of access to information in this internet day and age, there should be no excuse to be completely oblivious to the knowledge that are essential in equipping our youth to excel as adults and mankind as a whole. Children from an early age through adolescence need to be nurtured to appreciate knowledge, truths, justice, compassion and altruism. So much so, that in the absence of the necessary intellectual stimulation from the available formal education, our children and youths are motivated to look for them via the endless other available means. Also, literature is something that should be scrutinised before being imparted because any nonsense written can also be considered as literature by those ignorant ones in power.
Instead of Malay Literature, Chinese Literature and Tamil Literature, why not a "Malaysian Literature" is birthed and this should be made a compulsory subject instead.

I think the only way to improve anything is through competition. Our public schools are a monopoly for those who can't afford private schools. Regardless if the students are educated or not the teachers will get their salary and if they stick around long enough their pension. This is the root of the problem. A system that does not require the school to be responsible for the students.
Thus the solution is to put the choice of school in parents' hands via the school vouchers system. Meaning the school will only get financial backing from the gov based on the number of students enrolled. And all the teacher's salaries are being paid via the amount of school vouchers they get from the students. This will force the school to fire and hire teachers based on their performance and thus create an environment where the school would have to compete for students.

I have experience of having my kids go through international school, sek kebangsaan and vernacular school.
I moved my first born from international school to sekolah kebangsaan when he was about to start standard 5.
      Main reason was because
      1. He was 10 and he couldnt speak a word of Bahasa.
      2. He had no ethnic malay friends his age. Not one.
While I cant speak for every internation school, generally we assume the quality of teachers and efforts at teaching will be far superior compared to Sekolah Kebangsaan.
That is a big false assumption.
From my personal experience, the vernacular school teachers are the bench mark at this point in time.
Sekolah Kebangsaan teachers put in alot of effort, much more than what I saw in the international schools.
One branded internation school in Johor Bahru had been collecting the monthly fees for the first 6 months during the MCO but there was no PDPR or any online learning activities.
My friend decided to pull his children out and enrol them back once schools reopened.
Currently there is no regulatory authorities overseeing the operations of International schools.
Most have switched to Cambridge O level syllabus because the fees can than be automatically marked up .
Most dont teach Bahasa Malaysia, they are free to hire "expat" teachers and there is no way to verify what are the qualification of these teachers.
I noticed the red inked corrections made on my sons english homework was in itself wrong. Basic pastand present tense etc. Upon chatting with him I found out his english teacher was from Pakistan.
My issue is not the teachers nationality but his competency in the language he is teaching. How does the school certify the teacher has the qualifications and training to be employed to teach locally is anyones guess.
      So there you have it.
The vernacular schools are very organised and the teachers seem to have more time to spend on the students themselves. Parents participation is expected.
Feom what I observe, I get the feeling the teachers from Sek Kebangsaan on the other hand seem to be burdened with tasks and duties outside of the classroom.
Just judging by how often the class teacher has has to attend meetings and such.
But the level of teacher - parents interaction, feedback and communication has been on par with vernacular schools.
On top of that, the effort put in, especially by the younger teachers so that the schools students do not miss out for lack of facilities and programs should be really applauded.
One of them was solely responsible for setting up and runming a robotics program for students above standard 3.
Teaching aid and materials bought with his own money, on top of conducting classes after school hours in the evenings. Thanks to that teacher my son was not.only introduced to basics in robotics but he got the experience of participating in a robotics championship held in KL.
The point I want to make is that we are facing issues and problems because of weak or outrightly bad management policies. The teaching staff should be commended for the education standard being where it is, as I sincerely believe for without their efforts it would be even lower than this.

Education was set by BN for 60 years, downgraded the English language, and have produced automatons instead of independent-thinking mature individuals. Then again, education is not the only issue which needs fixing. It is the attitude and mindset of the BN politicians which unfortunately are still under coconut shells.
