- Integrated Theatre Commands: Implications for India's Military || The latest iteration of the ORF's National Security Dialogues-a monthly event to dissect the myriad themes of India's security sphere-will discuss and unpack, arguably, the Indian military's most significant reform of instituting theatre commands. With reports suggesting Integrated Theatre Commands are on the anvil and institutionalisation imminent, it is essential to dissect their import for India. From their history, requirements and need for the military, their intended benefits, implications for military administration, and challenges in implementation, bearing in mind the situation at both the northern and western borders; all this and more will be discussed at length in this panel discussion.

When I listen to all the arguments I can draw two conclusions
1. Airforce is not ready for theaterization.
2. The 3 service chiefs are not ready to give authority to integrated commander, thus jointness is kicked out of debate.
20 years had past since Kargil review committee and all 3 forces never came to a consensus. Finally govt appoints 1st CDS in 2020. 2023 3 forces are still debating. For 1962 debacle civilian leadership was blamed. Tomorrow if 2 front war situation arises and if we are caught unprepared, I would certainly not blame the civilian leadership.

One applauds the candor here. That said, the debate or rather the challenge around the implementation of integrated theatre commands originates in the fundamental social-psychology of South Asians. They are great individuals but seldom work well together. There is something in the social psyche of the individual South Asian that sees the advancement of her/his own destiny (and perhaps that of her/his small "kutumb/khandan") as the only priority in life. This inherent "disjointedness" has over epochs come in the way of South Asians developing a common, shared, and collective sense of who they are and how they work. Integration is difficult when the underlying psyche is based on insularity!
We required to increase collibration , coperation and coordination between all kind of military force and we also require to diversify military force and expand क्षेत्राधिकार of military like coperation and collibration with DRDO and ISRO for training purposes in some areas like science and technology,space , medical area etc.

Decision making for any hierarchy (theatre command) structure will involve following levels:
1. Policy
2. Strategy
3. Tactics
4 Operations
The future architecture of the commands has to clearly think through who has responsibility at what level. e.g. CDS can be concerned mostly with policy and strategy.
To simply things theatre commands should be based on geography to provide clarity to theatre commanders.
The common force/functions can be put under CENTRAL THEATER COMMAND from day 1.
Its a phase-wise change that will not happen on day 1 itself and by applying it in practice further changes can be done as per need/awareness of issues.
The ignorance is to think that after this jointness is achieved that no further changes will be needed.
THAT IS NEVER GOING TO HAPPEN FOR ANY COUNTRY. ITS A CONSTANT ONGOING PROCESS THAT NEEDS TO BE ESTABLISHED and not a perfect structure.
AIM- as told is to quicken decision making time at time of war.
Can't afford war with china at the moment. Which is a juggernaut in almost all factors in every field compared to india

Very knowledgeable and insightful remarks by all panelists except for two. The lady is stuck in the stone age and still talking about if theaterisation is needed or not. She is totally out of sync with the general discussion. The second one is the Airforce gentleman. He keeps saying people are making Airforce, the villan. But he doesn't satisfactorily address the points raised by others. He is just there to somehow keep justifying Airforce delaying the theaterisation

A cat fight of different tribes, rather than a discussion. Reflects the reality of the Theaterisation discussion within the services. Also why is the audience stating their opinions rather than asking questions! And what is a journalist doing there with their limited understanding of how things work in the military. Why isn't Gen. Ajay Singh a panelist!
She needs to understand that there's a weekly meeting of cheif of staff committee lead by CDS and three services chiefs.
When even the retired senior Officers are sour on the idea, where is it actually heading? 😏

We need to ensure complete elimination of civilian bureaucracy, trim down defence bureaucracy. CDC must as interface for quick decision between various Chief and political class. Defence bureaucracy must be run by serving defence forces who have field experience with rotational basis.
My other suggestion is to make space command, drone command for surveillance, armed attack drones, rocket forces, cyber command for defensive, offensive, narrative building, surveillance, spying. gathering intel information and wide range of issues with dedicated team, sometime from pvt sector need based. Joint logistic support and inter operability among the forces as tiny units. Procurement must be handled and decision must be taken by serving defence forces.
Civilian bureaucracy, political class always going to make joint stiffness. Here CDC role is like to release stiffness like chiropractor. Too much stiffness visible from different forces.
Very pedestrian level discussions by panelists ...... The questions asked were in fact the points that should have been discussed threadbare...... Got the feeling that theaterization is being rushed through with un-identified objective.
