      This was a misunderstanding due to unit conversion hell. 1) It affects the Ionosphere, now where weather happens (borderline space really) 2.) It does a comparatively small patch 3.) If it WERE to be able to have a major effect it would need a nuclear power plant, if not a FEW, to give the antenna that much juice.
      It was a pre-satellite way to move radio around the world easily. Same deal as that Mylar Balloon Satellite or pile of Needles they dumped once for a test.
      The only “real” weather control is Cloud Seeding, but that is a pile of work (and actual silver…or was it iodine, I don’t remember) for a little impact. China has been doing it a TON though, to an extent we got some decent data that it *kind of* works. Steals moisture from nearby areas to an extent, and again irrigation is cheaper.
      I’m rambling, but there is a great video by a HAM radio guy (not some government goon) that goes into all the details as to *why*, but at the end of the day that’s a hell of a lot of conspiring when it would be far more likely and sensible to do radio stuff than…make it rain? (Also short of Tsunamis, the USA gets the majority of the Extreme Weather, hurricanes and ESPECIALLY tornadoes, has to do with the gulf i think?)
