America actually did get hit by the typhoons as well and lost numerous ships in the storm. They even said they lost more ships to that storm on that day than they did to Japan on any day that year.

There were. Even after bombing Japan to ruin they refused to stop. Even the nuclear bomb wasn't doing anything!
They surroundered when it became clear both the USA and USSR were going to invade them and there was a possibility of losing the emperor and any hint of the traditions. In the end they went with the lesser evil (in their eyes) and surroundered to the USA.
