That’s hasn’t shown to be true and it often only empowers the government. The people will often rally against the sanctioning states and support for the state increases. An outside attacker is more of a unifying factor than not.

Wars are sponsored by money and common people are played upon by all kinds of divisions to start to attack each others. Humans are not bad, they are made bad by the powers who rule us for their profits only. They also invent non governmental organisations "to help" that act as huge money laundering operations and assure the greatest economies ( woman- and children trafficking, organ harvesting, drugs- and weapintrafficking) and collecting more money from countries and warm-hearted common people to so called end the human suffering.
