There was a trend at the time of pants with snaps at the knee so they could be converted to shorts. (Full disclosure: I am the same age as John Mulaney, and if those are still around, I HAVE NO IDEA. They were novel and exciting in the '90s.) At one point in the bit, Mulaney says, "You have no idea how embarassing it is to have a pair of tear-away pants, with no reason to tear them away."
