Honestly, being able to bucket anything could be op. Like on a pvp server, you have an army all bucket each other one at a time so you can sneak into an enemy base so much easier. Along with being able to travel with just one horse or minecart or boat. And it is a good way to protect your afk friends or save your friends from dying. So many possibilities.
