Be honest with the seller about your remorse, and try to keep in contact with him in case you need someone to transport something for you with it. There will be other trucks OR maybe someday you can buy it back from him.
I have worked on a few of them - sounds like its got a little bird scarer in it ( 6v71 detroit )!!! What model is your manual milling machine ? it looks like the one i just picked up for my shop 6t83w , Cheers from Perth , Australia .
If it had the detroit diesel, i would never have sold it :D. Its beddys own 500cui I6. My mill is 6t82sh. Same as yours but one model smaller. You seem to have lots of soviet made machines down under. How can that be?
Not sure why thers quite a few down this end of the globe , but they look to be quite a good machine . I also looked at a 16K20 lathe but it did not have a threading dial .

I feel for you but it is the right decision if it is not getting used. We had a Bedford truck in our family for longer than I've been alive and my dad insisted on keeping it and that he would would tidy her up one day. Well, probably 20 years passed and that old girl recently had to go to the wreckers as it had sat idle for too long. My dad was sad but now enjoys the space and no eye-sore sitting around deteriorating.

A driving license for trucks, yes. Almost the whole Europe works the same way and I guess the US as well.
