This is a tap washer replacement on a mixer tap, but it has two separate handles and two separate full turn tap cartridges.
On a single-lever mixer tap, or quarter turn tap with two handles, the cartridge will need to be replaced to fix the leaking out of the spout.

Make sure you have the correct size rubber tap washer as they come in all shapes and sizes. It can be hard to find the right one sometimes. You can also trim them down with a Stanley knife sometimes if they're too big.
