    How do you determine the required air pressure inside the bladder dry-side?

      It is determined from your surge analysis report after taking into consideration the operating pressure, the line pressure and water velocity in the pipeline

      @@kurwarubber3958 Thank you. More complex than I had hoped for but a thouroughly good answer. But what if we considered only the closed loop static head of 30 feet above pump center line with with the closed loop temporarily open to atmosphere and full. 30 x .433 = 13 psi. What additional psi air charge do you think should be added to the surge tank bladder?
