I’m not surprised she was there before any of them in dat room except Richard ofc , she should’ve always been in line to be chef but she was looked over by mark ,Derek and burke(when he was there) . Bailey is a big bitch sometimes but she would’ve made a perfect chef and she should’ve been next in line all the time.

Hunt, Derek, Burke, Altman, Robbins were all attendings/chiefs of their own DEPARTMENTS for years. Richard was her mentor and had a soft spot for her. The reason she was pissed is because Richard took a big career fall for meredith. During Meredith's trial Bailey questions why Richard WAS ALWAYS putting Mer above everyone else, including himself. She was jealous.
I think bailey and Torres were in their fellowship during they were doing a lit of solo surgery but still wearing their blue scrubs so I think that would be the case as now mer and group are in their 5th year recedensi they are also having their solo surgeries
