You're thinking of the new universal mechanic during Limit Break. So as long as you have enough meter, you can do a super, into a level 3, so as long as it's the last character alive.
What's funny here is that GT Goku holds the distinct honor of being one of the only characters who can DHC into a different level 3, meaning his player here could have done his Spirit Bomb first, AND THEN into Dragon Fist, because GT's spirit bomb gives a really huge amount of hitstun. He fucked up by doing Dragon Fist first, because you can't Dragon Fist into Spirit Bomb, only the other way around.

I booted up the game and tested it myself. If you are 1 char down, you can go straight into the second Lv3 with the DHC, by holding the second assist button. Prob a feature that is looked upon on :D
