Yes it is.
It's actually an Intercity Express and you pronounce all the letters as in I, C, E, not ice.

Trains in Germany start at 12,90€ per person if booked in advance, the tickets get more expensive with every seat booked, like on airlines.
The UK, which is the 6th richest country in the world, have cancelled their high speed railway project. Unaffordability was the reason given
