Actually it's real title is "Overture on Philippine Folksongs" I use to play the timpani part on this when I was still studying at the U.P. College of Music during the 1980's. The music was arranged in 1956 by an American conductor-composer named Bernard Greene. It's probably the answer why you've noticed that there was too much improvisation and we do talk a lot about it also among my peers in the orchestra. But it was a great arrangement really and I love playing this music!
