Normally to get that title, the original ruler must either die or give that title away willingly or that original ruler must be defeated in combat for the title.

I mean what would be the point of the injustice protocols if even when you drain him down to 5% he can still go faster than light. I mean we know he still had pretty good amount of power but if Black Lightning was able to keep up with him pretty easily he definitely wasn't at 100%. It's not 5% of lightspeed. When you take 95% percent of his power away he might not be able to even reach his top speed
