Akira actually did plan to make Gohan the main character starting in this arc! But because of Gohan’s super peaceful personality, it was harder to make him like… go out looking for trouble, cause well, he just doesn’t. Goku, on the other hand, always wants to fight and looks for trouble. Or at least, that’s what he said in an interview. (Now, I’m not sure but, he might’ve gotten some push too, who knows…)
Considering Gohan was at his peak in popularity during the Buu arc its likely that Toriyama really did mean it when he said he didn’t feel like Gohan fit the role.
Since, its true. The entire series has always been about seeking the next challenge and Gohan doesn’t care for that kind of stuff. So it makes sense to end the series (at that time Toriyama really did view the series as done) with the character who actually started it all and fits the role of the MC of Dragon Ball
The fact that spopovich needed infinite health, stamina, and increased power hacks to beat videl and only because she couldn’t beat him up forever says a lot tbh.

So I’m gonna correct whoever told you Toriyama forgot. Toriyama actually never stated he forgot to draw them. He stated they were born without tails and that tails are just rare with half breeds
He never forgot about tails, thats just one of the many rumors that the western fanbase made up and act like it’s true. In the manga, Krillin literally asks about Trunks’ tail when he first meets him as a baby
Toriyama ACTUALLY just didn’t like drawing tails anymore and has stated a bunch of times that he wanted to find ways to stop drawing them, so he basically just said “yeah half Saiyans rarely grow them”. If you ever hear a fan say “Toriyama forgot” when it comes to something, its very likely he never forgot and its just someone saying another stupid rumor that they didn’t bother to fact check since literally every person in the western fanbase seems to be allergic to fact checking lol
