Twitch's slow scales with AP, wich means he can reach more then 100% slow
The slow cap is 111, but that is the only way to reduce this cap
Imagine dropping a venom cask into a 1000 speed Rammus and just chill watching his Q spinning without moving

But if somehow someone applies to you a more then 100% slow (like 121%), your MS will be lower then the normal minimum amount

@@jones4997 No, it is a cap on minimum movement speed to stop slows turning into stuns/roots. You can go practice tool with a friend on yuumi, get well over 100% slow and they will still only go down to 110 movement speed. "If the raw speed is below 220, final speed is changed to RawMS × 0.5 + 110." Even if you have 0 movespeed, this will always put you at 110.
