I really don't think so, even I also think his hand drawn animation with moving camera is unbelievable, and if it was average skill, Disney would still making 2d animations for sure. However Milt's animation's every frames are designed and acted out perfectly, it looks like moving character design sheet. And it is unreal, how animation could be this aesthetically perfect. It's both draftsmanship and commitment in design, he is awesome.

No he worked under Andreas Deja on Roger Rabbit. Then went over to Disney (Deja kind of convinced the people there to hire the young Baxter), where he inherited Deja's habit to go and look at Milt's work in the morgue (archives)
yeah could be..but what if Art Babbitt stayed in the studio..and the strike never happened..Art also did serious stuff..he did the Queen..i wonder how'd he fare if he had a hand in later features or did the bulk of the Disney princesses that would be something to see.
