The first Donkey King is Cranky Kong and his real son is Donkey Kong Jr and the current Donkey Kong is Donkey Kong The Thrid but since they stopped making/showing JR all representations of him are still a baby.
He was "a one off character" in the same sense that "Cranky Kong" (ie a newer version of the original DK) or "Candy Kong" were. Because Nintendo didn't immediately greenlight a trilogy, they told Rare to make a "Super Donkey Kong" game to keep their properties fresh or something; then Rare did such an amazing job that they went on to make three direct sequels. The reason DK himself doesn't appear in the second or third game is because he's Shigeru Miyamoto's character. And Mr. Miyamoto apparently hated the game because it was too heavily focused on graphics or something, and there was some sort of intense internal rivalry going on.

DK JR is in Mario Kart Tour. It's not a fully 3D appearance-- they just use his sprites from the original Super Mario Kart, but it acknowledges that DK Jr still exists and is his own character. It's clear that DK Jr straight up doesn't exist in the film universe, but I hope we get to see DK JR reappear in some Mario or DK games soon.
Honestly it's so sad seeing Donkey Kong Jr, one of the most classic Nintendo icons, falling into obscurity like that. Replacing him for a brand new character back in 1994 was such a heinous choice. It's like if Nintendo decided to replace Luigi for some bland hip character when Super Mario World was in development.
