The comment is super old but I'm still gonna reply...Actually Koharu is lip-syncing too. Its just that she does lip-syncing for the whole song which differs from the two others who only does the lip movements for the chorus. There's no way they would only let Koharu sing live. She's the most exhausted one because most of the songs in the anime are sung by her. Not to mention the song before this one was her solo - Papancake. Thats why she didn't change the outfit.
