Hello, in many state institutions, everyone who enters an institution is asked for their identification whether they are foreigners or not, I hope you do not misunderstand the rules of Costa Rican public entities, as a Costa Rican I hope you have a nice stay in our country, God bless to each foreigner who arrives in our country and hopefully you will naturally integrate into our society, have a nice day ❤

Fellow Canadian here, also have concluded that this country is on a disturbing path to dystopia under Trudeau and I am planning relocation to Panama. You might consider that country as an option to CR as there are many making that choice.
